Interesting comment in one of the newspaper articles copied on the site: "Anderson anticipates starting dirt work in preparation for the track by August, with a goal of having the asphalt for the track done by fall so it can cure over the winter."
That was from April'05.

I wasn't able to find any current pictures of the track.

I imagine that when you have to do things like have the state legislature pass new legislation in order to build the tires walls, timing can be unpredictable ... contruction started Mar 9/06.
