My nephew wants to ride at the next HPDE at La Junta. He's 13. Can he ride shotgun with a helmet?

From the CCR:

4.6 HPDE Passenger Privileges
.... All passengers must be at least 18 years old. Minors that are participants in the event should not be a passenger, unless riding with an instructor, for the purposes of instruction.
